Who Are We
Leading Healthcare in Bexley
Bexley Health Neighbourhood Care (BHNC) is a GP Federation made up of 19 NHS GP practices across Bexley. Established in 2015, we support the coordination and delivery of local healthcare services for more than 260,000 patients.
We work closely with Primary Care Networks (PCNs), the South East London Integrated Care System (ICS), and NHS partners to improve access, strengthen general practice, and deliver joined-up care across the borough.
From urgent care and long-term condition management to digital transformation and workforce development, BHNC helps shape a more responsive, sustainable healthcare system for the Bexley community.

Strategic Collaboration
We work closely with all Bexley Primary Care Networks (PCNs) to secure high-quality NHS services for patients, while supporting GP practices through the evolving demands of the healthcare system. -

BHNC strengthens general practice by sharing expertise, developing services, and supporting the workforce, helping to build stability, confidence, and capacity across the borough. -

System Partnership
We partner with the ICB, NHS trusts, local providers, voluntary groups, social care services, and patient organisations to improve the delivery of healthcare across Bexley.

Abi Mogridge
Chief Executive Officer
Abi is an experienced senior operational leader. She has worked at senior management and board level within the NHS for over 20 years and has experience which includes leading large operational divisions with over 1000 staff and a budget in excess of £70m. Abi has experience of working in a variety of settings, including acute hospitals, community, commissioning and, most recently, primary care. Abi has experience of leading and managing large-scale organisation change, delivering demonstrable growth of existing services as well as winning new business (including UTC tender) and turnaround of poor-performing services and teams.
Cathy Bellman
Transformation and Improvement Lead
Worked in the NHS for 43 years with a skill in leadership, operational service provision, transformation, quality improvement, system change programmes, business planning, and delivery of innovative systemwide interventions.
A compassionate and inclusive leader who strives for improvement for patients, carers and staff; experienced and knowledgeable, having worked in senior posts with Acute and Community health providers, General Practice and Primary Care Networks, Clinical Commissioning Groups, partners within Local Authorities, Voluntary Care Sector and Patient and Public User Groups.
Louise Buck
Director of Operations
Louise is an experienced senior leader who strives to develop an inclusive, innovative and impactful working environment with a focus on delivering equitable access for patients with high-qualitypatientoutcomes.
Louise has worked across a variety of sectors, including commercial, charity, educational and the NHS. Louise has experience from a commissioning perspective and as a provider working within the community and palliative care settings. Currently, Louise is working within primary care and urgent care.
Helen Eivers
Head of Nursing, Quality and Professional Standards
Helen is an experienced Senior Clinical leader. Helen has worked as a Clinician for 40 years, both in Ireland, developing up to the level of Paramedic Tutor and within the NHS for over 10 years and has experience which includes a clinical lead role in NHS 111 in London.
Helen has experience working in a variety of settings including the prehospital sector, acute hospitals, integrated urgent care, and more recently within primary and urgent care.
Kelly McCarthy
HR Manager
Dynamic and accomplished HR professional with over 30 years of experience spanning NHS and non-NHS environments. Proven track record of delivering a full generalist HR service, with 17 years operating at senior level. Skilled in HR operations, complex employer-relations, TUPE, workforce development, and employee engagement.
I can pragmatically problem-solve, build trusted stakeholder relationships to deliver sustainablepeople solutions.
Pavol Weiss
PCN Business Manager
Pavol Weiss is an experienced Transformation and Innovation Project Manager with over seven years of NHS experience across London, leading high-impact digital and operational change programmes serving more than nine million patients. He works closely with Bexley Health Neighbourhood Care CIC, a GP Federation supporting 20 Bexley practices and 4 Primary Care Networks covering over 256,000 residents, strengthening PCN development and collaborative service delivery.

I am a qualified accountant with experience in membership organisations, commercial companies, charities, and the NHS. I enjoy roles where my financial skills help make a real difference. People value me for my teamwork, clear communication, and calm, practical approach to solving problems.

Supporting our four PCNs with the successful delivery of PCN DES.
Vaccination Delivery
Successful delivery of COVID vaccination programme at two large sites.
Virtual Diabetes
Developed and implemented virtual XPERT diabetes programme to support patients pandemic and now used for housebound
LTC Expansion
Following the success of housebound annual reviews this programme has been extended to all long term conditions.
